In 2022, SB 1186 (Wiener), the “Medicinal Cannabis Patient’s Right of Access Act,” was passed. This bill requires local jurisdictions to allow a mechanism for the delivery of medicinal cannabis as of 1/1/2024. Nevertheless, some counties maintain full bans. We are not yet aware of any legal challenges to SB1186, which limited the local control approach of Proposition 64.

Counties shaded in teal allow or have jurisdictions that allow cannabis retail sales at storefronts and/or by delivery as of 1/1/2025. Counties in gray do not allow or have any jurisdictions which currently allow any type of cannabis retail sales.

Please note jurisdictions with a past score of “N/A” assigned banned cannabis retail sales and did not receive a local cannabis policy scorecard.
